My worst fear was confirmed. Called the payroll folks. They told me that code CP-28 was the Inland Revenue Board's deduction system.

Yes. I owe the Board some tax money and they are lobbing off a substantial sum. With this on hand, I guess I'll have to dig in and lay low for a few months.
